The institutional and final provisions (Articles 158 to 185) contain provisions to ensure uniform interpretation and application of the Agreement. In addition, a Joint Committee and a dispute settlement procedure will be set up for the management of the Agreement. This article also sets out the objective that the parties shall make every effort to agree on their future relationship before the end of the transition period. The final text of the Withdrawal Agreement, signed in Brussels and London on 24 January 2020, as well as Council Decision (EU) 2020/135 on the conclusion of the Withdrawal Agreement adopted yesterday, have been published. This Council Decision sets out in detail the role of the Commission, the Parliament and the Council itself in the implementation of the Agreement. It also provides that the Council may, under certain conditions, authorise the United Kingdom to give its consent, in its own capacity, to an international agreement to be concluded or applied during the transitional period in an area falling within the exclusive competence of the European Union. In particular, the role of Ireland, the Republic of Cyprus and the Republic of Cyprus, the Kingdom of Spain, which may, under certain conditions, request the Council`s authorisation to negotiate bilateral agreements with the United Kingdom in areas falling within the exclusive competence of the European Union. In accordance with the Communication on the entry into force of the Withdrawal Agreement, also published in today`s Official Journal, the Agreement will enter into force on 1 February 2020 in accordance with Article 185(1).
